EXPERIENCE
ISLA ENGINEERING SERVICE COMPANY, Brookhaven, NY. 1990 to present.
Currently operate an engineering consulting firm specializing in performing commercial and residential building inspections, civil & structural design, and project management. Personally performed over 1,500 inspections since obtaining P.E. license in 1990.
Other services offered are structural analysis of various structures, septic system design, construction inspection, railroad track design and inspection.
LONG ISLAND RAIL ROAD CO., Jamaica, NY. 1984 to 2004.
Managing Engineer of Design
Managed the Civil Engineering design staff during the preparation of bridge design, station building design, track design, drainage structure design, etc. Applied requirements of New York State Uniform Building Codes, American Concrete Institute, AISC, AREMA, and other industry standards.
Provided design guidance at all phases of design, preparation of design schedules, managing daily operation of a design staff which includes engineers, architects, draftsmen, and survey crews.
While in this position I instituted a quality standard which complies with ISO 9000 format. Prepared a quality manual and work procedures for the department.
Engineer of Track
Headed the Construction Division of the Long Island Rail Road's Track Department. Responsible for the integrity of the track structure on the entire Railroad. Included were the development of maintenance practices and procedures, construction and repair of tracks, derailment investigations, supervision of turnout installation, renewal of grade crossings, supervision of mechanized tie installation, and CWR installation.
Managed the budget to perform work which falls within a defined scope. Prepared change orders as required for out-of-scope work. Prepared detailed scopes and estimates to reduce the need for change orders.
Coordinated with Project Manager for proper documentation of work performed. Submission of daily work logs, estimates, schedules, and other required paperwork was performed on a timely basis for the success of all projects.
All work was performed within Federal Railway Administration track safety standards including maintenance of track inspection records, monthly switch inspection reports, and TC-81 track geometry data. Again, management of budget was a common function in the performance of all track work.
Thorough understanding of various Labor contracts. I've responded to numerous grievance claims, participated in the discipline of "poor" employees, and charged employees who were in violation of the LIRR drug/alcohol policy.
Engineer of Structural Projects
Headed the Construction section of the Structures Department of the Long Island Rail Road. Responsible
for construction of structural projects including bridge rehabilitation projects, passenger platform construction, drainage facilities construction, and construction of other structures.
Prepared construction estimates, managed budgets and resources, and scheduling of all project activities. Coordinated activities with contractors, consultants, and other Long Island Rail Road groups as required.
Various Positions in Track Department
Held various positions in the LIRR Track Department with increasing levels of responsibility. Positions held are as follows: Summer Engineer, Junior Engineer, Assistant Track Supervisor, Track Supervisor, Engineer of Track. Gained experience in all phases of track construction and maintenance. Compliance with LIRR track specifications, and F.R.A. track safety standards.
All positions required direct supervision of 70-170 workers. Motivating the work force to work safely and efficiently has always been my highest priority.
